I think individual people can more affect the environment than the government.

 Individual people are the subjects of environmental pollutions.

 If everybody had eco-friendly consciousness then most of artificial enviromental problems would be gone.

 In contrast, the government can only sort already happened things out or prevent before something happening with penalties and guidelines.

 So, I believe individual people is more responsible than the goverment for pollution.
