In your personal opinion, is it timely for North and South Korean countries to launch their satellites or rockets at this time? why or why not? I don't know the details about politic circumstance between North and South Korea. However there are some political events in South Korea and now, the parties are debating for their power. And actually South Korean nations don't focus on that issue because of president election and a lot of year-end-works. So, I doubt that It is proper period to launch rockets and I hope that it will be start next year after all works are assigned to next political government and they maintain stable.
