I totally agree with governments must spend as much money as possible on basic needs for their national citizens. There are 2 reasons to support my answer.
1. The purpose of developing technologies is to lead better life of human beings.
⇒In this point of view, If governments don\'t care their human beings and concentrate on developing the technologies, this will be inconsistent with the purpose of developing the technologies.
2. Human develops the technologies.
⇒Spending as much money as possible in education, medical supports and anything for the people is definitely going to become developing the technologies. If there are more healthy, happy, and benefited by good educations people, more people can lead accelerated development of science.

1.The purpose of developing technology is to help in providing people with better lives: If governments concentrate on developing technology and disregard people\'s welfare, this creates a contradiction of why technology is developed.

2. People develop technology: Spending as much money as possible in education, healthcare and other basic needs for the benefit of people would eventually lead to the development of technology. If there are more happy, healthy and educated people, there would be more people who can work on accelerating the development of science and technology.
