As I answered earlier, the measures by taxes could be effective. Most of them develop their country and industry for money and fame so total profit is the most important thing to them. Demand higher taxes to the industry-factory or company- that produce bigger pollution than the others. And force them to make new technique that reduce polluted air and water by laws. To be honest, it is up to their own conscience. So it will work for a long plan to improve awareness of public.
