Allowing drinking on the beach?

I think moderate drinking on the beach is okay because excessive drinking is the root cause of all the alcohol related problems such as accidents, crimes, fights, trashes, etc. It looks possible for a government or a state to legalize permitting the moderate drinking on the beach, but actual enforcement is a challenge. In order for authorities to control alcohol consumption, they should check individual’s blood alcohol level like the enforcement against drunk driving or set up an entrance gate at a beach and check how many cans or bottles of beer a visitor possesses. But the methods do not seem to be feasible. Then the next option is the complete ban on drinking or no restrictions at all. If I have to choose either one of them, I will support the complete ban because it would offer much cleaner and more beautiful environments so that many visitors would spend a quality and memorable time on a clean beach.
