bad vote? 3

Some people are rejecting the vote and arguing keeping the promise. If the vote rate can't reach 33.3%, this vote will invalid. So, they call this vote bad and tell people not to vote today. They think this causes unfair situation on the lunch table for the children and it is related to the right of life of the kid. Actually I am not sure which one is right. But anyway I could not vote today. I had no time to vote. What is the real right thing? and who will smile at the end of today?
