Because there are a big gap between the desire of person and another person. Specially in Korea, there are lots of apartments, it makes trouble with in neighbors. People want to be respected in their lives and their lives became so respectively that they don't care about other's lives. People don't care what is neighbor's job, How many peoples in the next door. Doesn't caring means ignoring, which makes our life foor. it interrupts communication with other people. So actually, they "can't" understand their neighbors. However he/she like the dog, It is just irritating sound for neighbor. Even he/she is blind person, they don't care about it.
