Can singing be learned or are people born with the ability to sing?

You can learn how to sing but I don’t think every person can be good singer. That is because there is some limit and there are people who are born with natural singing skills. The people are gifted with strong vocal cords, good lung capacity and beautiful voices. We can’t keep up with the people as someone with average vocal cords in my opinion.
