I heard there are many different restaurant manners in the world. In Europe, It\'s not allowed to make a gesture(beckon) to the staff to come in restaurant. In my country, It\'s a normal situation using gesture when you call the staff to come and order something to eat. when I heard that first time, I was so surprised by the fact, even if I didn\'t intend to humiliate someone, I might have done humiliate someone because of my ignorance of culture.
