No, It\'s because in public places not only adults but children are in there. And children\'s lungs and skins are weaker than adult\'s lungs so if someone smoking in there, they will get some disease. And some cigar\'s smell is bad and it can permeate to furniture of public places. Also, if someone smoke in there they will get some penalty.
