Although, there are nationwide concerns about juvenile crimes, it doesn\'t look like easy to lower the minimum age of criminal responsibility. Recent data has showed that crimes committed by criminal minors have been on the rise and underage crimes have grown crueler and more violent because many children know that they are unpurnished if they are under 14 years old, even if they committed murder. It is a controversial issue, one side insist that heavier punishment isn\'t effective to decrease crime rate. On the other hands, it is already proved in other countries that lowerring the minimum age of punishment can prevent potential crimes. There are a lot of opinions about it, I think that any criminals must be punished by the national law regardless ages and they have to be removed from the society for a certain period because issuing fines or suspended prison terms has little effect on teenage offenders.
