I believe that Instagram has in charge of the contents that pops up in Instagram. Instagram is itself is managing their own app and if inappropriate content shows up to teenagers and kids, kids will learn negative things and it would impact their mental health, so Instagram should have more responsibility on it and they should try to limit some content to kids or they should have careful checking step before some contents getting posted.
