I think that It is different from criminal to criminal. I guess the criminal who accidentally commit a crime can change. But the criminal who aimed a crime like a serial murder will not change. There is a famous Korea proverb,'What is learned in the cradle is carried to the tomb'(or Old habits die hard). Whatever the reason, Criminal will never be forgiven and the crime should not happen.
