Looking at some people who speak their second language perfectly without any accent, it does seem not impossible for a foreigner to speak another foreign language like a native speaker. However, most people have hard time speaking their second or third language just like a native unless they learn them when they are young. When we begin learning our second language after growing up like at the age of 15 or beyond, our phonic system is fixed. Once it is fixed, there is a natural tendency to pronounce another language using our mother tongue’s phonic system. However, the phonic system such the location of our tongue, the shape of our mouth, the length of our breathing is all different by a language. So once we grow old enough to speak our mother tongue perfectly, we tend to mimic the sound of the second language using our own mother-tongue’s phonic system rather than using its own phonic system. That’s why we can pronounce similarly to a native, but it still sounds odd and different.
