Do you think unfairness at work is common? Why or why not?

Last evaluation every end of the year is example for this question.
My old colleage got the score of 3 in this evaluation.
However I got the score less 3.
It had a unfair progress.
His report about self evauation was written by my team leader.
(I heard this story from him who I wrote pre-paragraph.)
I didn’t. I did by myself.
As a result, my team leader wrote the report that he evaluated by himself.
So I decide to tell this issue if he give lower score to me again because I will be angry.
On the other hand, I’m afraid he might be shout and press me of his strength.
So I remind me “Don’t run away from any issues.”
