Does speaking English well make you more intelligent than a friend who cannot speak English at all?

Frankly speaking, I don't understand this question. I guess more intelligent people than a friend who can't speak English at all speak English well. First of all, I seem to they are easy to get a skills speaking English. And than, intelligent people will study efficiently than the others.
