Donating money to poor people

There are two situations; first situation is people who don\'t have enough money donate to poor people, and people who have enough money donate to poor people. I think first is wrong and second is great. Then I\'ll cite reason why first situation is wrong. Though donation is very good behavior, but if I have not enough money then i can\'t donate. because I may more poor people so someone should donate for me. So the donation that I did is useless. In conclusion, we have to donate for poor people with enough money.
