I was surprised that so many underages drink strong alcohol.
I think underage drinking is related to diverse social phonomena.
They maybe not be interested in school life, not enough communicate with family .
They have reasons why they are addicted to drink.
One of reason is that school rules are loosen by wrong progressive education policy.

In the Philippines, there is no strict implementation of restriction of alcohol to young people, they focus on their sales. (This is really a sad scenario) However, in my city, though young people can buy alcohol, they are not allowed to drink in the park, so they usually do their \"drinking\" session in their house if the parents are not around, or for some ven with the consent of their parents.
Lets talk more of this tomorrow :)
