Why do we pay an entrance fee to go to the temple and national park and so on? Here is conflicted the user load principle and public welfare progran. The user load principle means that the user pay to use. Whereas public welfare program mean that the nation should pay to use all facility fee. There is the concept of social welfare for the poor. As the society has developed, people demand the higher social welfare. South Korea had ever been received the entrance fee to go to the public facility until 2000 years, too. But now, it had never received the entrance fee. Generally the developing countries is receiving the entrance fee for the public facility. For example, china is very expensive the entrance fee to go to the national park and other public facility. Suppose go to pay to the entrance fee in the future. Maybe it can be a very functioal facility, like a nude beach, love beach, health care and health receration facility and so on. I think so.

I agree sir. Public facilities should be free for the people. But I understand also that sometimes some public facilities ask for a minimal fee for the maintenance of the facilities specially if this area is used by a lot of people.
