In the past in 60’s and 70’s before the democratization movement uprose in Korea, the society was under control of the dictatorship. No one could speak up or made critical comments against the government’s policies or enforcement. Everybody kept silent and maintained low profile not to be put in jail. The government was so authoritative and arrogant. The police officers were not an exception. These days, it is completely contrary. Some police officers are beaten by intoxicated people. The meaning of democracy has been incorrectly understood by people since the democratization movement. Some people think that the police exist to protect and serve citizens. It is somewhat true, but the police are not to protect those who violate laws or infringe innocent people’s interest and right. To some extent, the police or police officers brought the disgrace upon themselves by conducting wrong doings like committing crimes.
