The government’s role should be limited to provide an environment in which all citizens pursue their happiness without their rights being infringed by others. The same theory applies to cleaning snow in front of our house. It’s a common sense and manner as an ordinary citizen that we should clean snow from our outside residential and business premises for our and public safety. But it is not an issue of whether we have to legalize and punish an owner of the property for not cleaning snow. If it does, it is going too for the government to exercise its power.
