The few reasons of the slowdown are freezed housing market, appreciated Korean currency, low employment rate, and no investment by private businesses. In order to boost the economy, the government should put money into the market by implementing monetary expansion policies such as lowering the discount rate and bank reserve ration. Above all, the government has to focus on reforming the current economic environment that should include deregulation, free trade agreement with other countries, and the greater use of women and elderly folk in an ageing workforce.
