Foreign Aid

Ever since former U.S. President Harry S.Truman invented the idea of the peacetime foreign aid, it has come in two flavors. one is to help poor nations, the other is to help allies. One fosters growth, the other buys loyalty. In a few good examples, US aid made allies against Communism and achieved two aims by encouraging the sucess of democracy and capitalism. However, noble the intentions of donor nations, though finding the effective way to help poor countries grow often takes second place to diplomatic necessities.
