Giving incentives for charitable acts is morally acceptable?

I think that it is okay to give incentives to people who donate or perform charitable acts as long as their motivation is pure and true. In many countries, the tax benefit is offered to the people who donate their money to charitable organizations. It aims to induce more charitable acts. Our world is worth living in thanks to the people who are willing to sacrifice and share what they have with the poor. The reward given to them are just nothing compared with that they contributed to the society. Why do we have to be mean to such a nice behavior? Recently, there was an elderly woman who earned big money from selling a hotdog on the street for almost her whole life time and donated all the money she has to the university as scholarship and suffered from financial difficulties at the end when she was sick. The government or our society should help her in the case. We should respect such a great person and pay him/her a compliment.
