Yes, I agree that it is true that when we most need advice we are least willing  to listen to it. I have two reasons for that. First, there is contradiction in human's mind. They want to gain some useful advices and they don't want to listen them at the same time. Because useful advices usually include some direct words which hit the marks. They also have concealed the fact, so they didn't want them to be revealed. Second, we don't usually listen someone's advices carefully. Actually we have lack of listening abilities carwfully. Though we need some advices, we don't listen them and repeat same mistakes. Then, they are finally regret listening other's opinion.
