but I think to make better society, it is vital the goverment offices get both tranceparency and responsibilites.
And some doctors are using chemical medicines like a drug to the normal person in korea. I consider some of docters has not ethical consciousness as a doctor.
In personal standpoint it is effective not giving a penalties but having responsibilites.
