Basically, I believe that people have to solve out any financial problem first by themselve. Even if they do not have clear solution they have to do best on that problem. Because we all are adult.
Sometimes, I could face with a financial problem. I usually decide by duration that I need money and amount of money. If need a money less than $1,000 for couple of days, I ask to help to my friends. But if I need more than that, I go to the bank.
I still need more money, navertheless I try to do my best. I might go to family to get help.
Again, all people have a resonposibility to be independent living unless we are little boy and girl.
