Did you study a foreign language in school? Was it taught well? Anyone who attended school in Korea learned about English for 9 years. We even studied English hard, because English subject is one of most important subjects. Moreover to pass a university or a company, I should get a high score of TOEIC or something like English exam score. However, there are a lot of people who cannot speak just a sentence in English in front of foreigners. Though I have seen even the student who has highest score of TOEIC hesitating to treat foreigner, I don't think that ordinary Korean isn't good at English. Because almost Koreans learned about English grammar, so they are good at especially reading part. The biggest problem, I think, is that almost people afraid to use English. The things that we learned about in the school were to complete a sentence and to fix a wrong grammar in that sentence. So, Korean are afraid to speak wrong and That's the reason why Korean are not familiar with English.
