If there is no rule and people can do everything whatever they want, people will use transportation as free. They will go to any restaurant and eat every food what they want. I will pick up some food from grocery and I will go to shopping mall. Then I will get every expensive bags, shoes and clothes. Even I can go abroad without flight ticket.
