In my case, we mainly share educational information for each kids with neighbors who live in same APT.
For reference, we became neighbors since my son went to a kindergarten because kids are same age.
Except for sharing educational information, now we are so close that we usually travel all together or go camping.
In my own experience, I think neighbor can be more neighbor.
