Mencius insisted rule of virtue which is summarized that the king has to reign his country throughout pursuing benevolence and righteousness, not profits. This way of thinking was not different from Confucius in the way that Confucius considered a man who governed his people throughout pursuing virtue as a ideal political leader. However, these two thinkers adopted very different methods of persuasion. Mencius approached this problem by generalizing, whereas Confucius discussed it in terms of norms and oughtness. In this respect, this paper argues that Mencius tried to theorize the rule of virtue.
