Therefore, students in the lower grades set their cell phone apart during school hours, and students in the higher grades are given a demerit mark for their using cell phone during class. There might not be any special reason, considering schools are the place for studying. However, in the respect of human rights and freedom, it's not desirable to ban on the use of cell phones in school.
