Of course, it's not impossible that you overcome this poor environment, but it's very hard. I admit a state can't eliminate poverty, but I believe a state can alleviate poverty through some policy improvements. The national basic livelihood security law in Korea, which was proposed by the former President, [이름] Dae Jung, is one good example of these policy improvements.
