Good afternoon, teacher. The rain just stopped, so I'm going out now. I have a class this afternoon. Anyway, below is the part of my presentation for next week. Parekh's concerns are its content and its long-term effect on the group and the wider society, rather than its immediate consequences in terms of public disorder. He also points out that hate speech is not invariably expressed in offensive, angry, abusive and insulting language. Think of the word 'hong-uh(홍어)', a speciality of Jeolla-do. In Korea, it is obviously used to denigrate people in Jeolla-do these days. Therefore, we should remember that every form of speech occurs within a particular and cultural context. Giving four accepted reasons, Parekh acknowledges the importance of free speech. However, he strongly argues that free speech is not a natural right, but a moral right, which needs to be balanced with other rights and values.
