The purpose of this study is to identify various factors which influenced the abolition of 'buddhist monks law' in the policy making process by reviewing the two discussions about it in 23 years(1492) of King Seongjong. Regarding these debates, the earlier studies take an unilinear approach that emphasizes ideological factors of Confucian politics. However, this approach has some limitations in that each political actor of the time such as a king, a minister and a censorate emphasized different factors among numerous Confucian ideological ideas even though they were all Confucianists. Furthermore, those studies overlook various factors like political issues of the time, relation of power and different stance on the buddhist monks law, which can play a significant role in the policy making process.
