Mencius doesn't mean that there are “serving a great country, with a small one” and “serving a small country, with a great country” at the same time. In other words, Mencius did not say the bilateral relationship between a perfectly virtuous prince and a wise prince, who were also the sovereigns of the great country and small one respectively. He intended to provide about a desirable way to maintain relations with one's neighbours depending on the size of the country. Mencius says that we are able to call him a perfectly virtuous prince, if he serves a small country even though he is the sovereign of the great power. In the same way, we are also able to call him a wise prince, if he serves a great country as the sovereign of the small country.
