Mencius was denying a part of the Book of History that the Zhou(周)’s conquest of the Shang(尙) was violent.
His interpretation of this part stems from the belief that a perfectly virtuous prince has no enemy under heaven, so he doesn’t need to use military force for achieving unification.
Mencius tries to show that the people’s hearts head for the country dispensing a benevolent government by suggesting a dramatic devices such as unification wars.
In other words, he doesn’t want to stress war, a violent and aggressive method. His intention is also shown through the explanation as follows.
