I don't think people always should be neutral to make a better observation. In fact, many observations, discoveries are made with existing perspectives. For example, when a researcher picks a certain kind of topic to analyze or prove, existing perspective and the researcher's interest already made an influence. People will not select a subject if they are not interested in it. Therefore it's impossible to eliminate every interest when making observations, discoveries and decisions. Being neutral is necessary on certain kind of stage during making observation. Being neutral is needed when people analyzing data or observing the result of previous experiments. When researchers fail to distinguish the timing to be neutral, that mistake could make the bad result. We sometimes read news about scientists who made up false results and tried to prove his/her original theories. The conclusion is, we can't and shouldn't be always neutral to make observations but we should be on certain stages.
