In my opinion this quote means that we can't win or defeat a war because we can't control it as we can't control an earthquake. I partly agree with this quote. It seems human race almost can do nothing against earthquakes. We can't even predict earthquakes fast enough and many buildings still are still vulnerable to earthquakes. In wars, there can be a winning country so it might seem different with earthquakes. However even if there are winning side and lost side, it's a matter of physical thing. Winning country might get damaged severely and some winnings are not true victories but hollow names. The reason I partly agree with the quote is there are still more chance to control wars than earthquakes. At least people can decide weather they will start a war or not.

I agree with the statements you\'ve made in relation to this question. 
But I think wars and earthquakes are the same in the sense that, damage control is very minimal and lives are always at stake and at risk. 
It is true that wars happen according to our free will while earthquakes don\'t but the result is apparently the same. 
The degree and depth of damage is the same. 
Anyhow, that\'s just how I see it.
