I think the leader who is loved is a better leader in long term view. The point is being loved doesn't mean the leader is just being kind. If other people are smart enough, they would love a leader who makes good decisions. There was a famous political theorist in ancient China named Han FeiTzu. He said the leader who is feared by subjects eventually makes a strong nation. He thought strict law and rule following that strict law is the only way to build a strong nation. However we should also consider he lived in very chaotic era. In some circumstances, a leader who is feared can manage the chaotic situation. I don't think people will endure strict and fearful ruling forever though. It's proved many times in history like how Cromwell's strict Puritanism failed in England. Therefore a wise leader who is loved because of his/her wisdom will be a better leader than a leader who is just feared.

I honestly believe that both have their advantages.
However, a combination of both characteristics would make a leader not only followed but loved and well respected.
