A very famous female English lecturer on TV in Korea is known as a woman who has never spent time living or working in English-speaking countries before. Her pronunciation, intonation and accent seem to be a native speaker so that most people can not help but believe that she must have gone abroad before. Contrarily, I saw a number of Koreans in LA, who were not able to speak English fluently even though they had lived there for decades. When I was in the US with my family, my son entered Santa Monica High school and then began to watch the local TV and understand what they were saying within 6 months there. As mentioned above, there seems to be no very close connection between English fluency and having opportunities to spend time living or working in the English-speaking world. Instead, there seem to be three preconditions that Korean can speak English fluently. Firstly, we need to learn English as early as possible after being able to speak Korean almost perfectly. Secondly, we have to be exposed to English as much as and as early as possible. Lastly, it is also very important for us take the effective way of learning English. I am still struggling with learning English because I couldn't be exposed to English that much until I became in my late 40s.
