Why disaster arisen in whole world affect more damage to poor people?

Each government is too incompetent to prevent disaster early or to deal with it when arising, so they can\'t minimize disaster\'s damage.

It is important to realize that it is not only natural incident, but also has economical and political character.

Although disaster is natural while nature attack initially for terrible minutes or hours, state before or after disaster is only social phenomenon.
