Although it has changed a lot now, Korea is a relatively homogenous country and Korean people used to be very much closed to other nations. In countries that have such little diversity, it's not that surprising that they would treat outsiders with hostility. They are not friendly to the people who have different skin color or different facial features. Even among Koreans, they tend to create their own community so that it is hard for an alien or a foreigner to newly join the group, although he/she would be welcome once he/she become a part of them. Recently, Korea has been receiving many foreigners to boost economy that needs cheap labor and the government has been promoting multicultural polices and making a lot of effort to change the perception of Korean people toward foreigners. However, Korea still has a lot to improve. They need to actively help them assimilate into the Korean society. I think that until foreigners become more commonplace in Korea, racism will still be a problem.
