How can governments ensure election laws are enforced without unfairly limiting voting rights?

In every election season, many countries are suffering from fake news. South Korea is one of the countries plagued by this misinformation. Prevalent ones are foreign government, mostly China and United States tend to intervene in Korea election. Recently, there has been disinformation that current government has had control over Election Committee, so they can make up votes which claim to be election fraud. In my perspective, this kind of misinformation are being spread easily in South Korea because government are not paying effort to enforce fair election law. Most administration used this information to attack opposites. Government must stop this misinformation and disinformation to ensure election law is enforced without breaching voting rights. This is because many people would think that they do not have to abide by election law if misinformation prevails. If this social unrest persists government must come up with the punishment which might limit voting rights.
