How can governments reduce crime?

These days, many crimes have occurred.

Especially rape and murder\'s occurrence rate has inclined sharply.

I often have seen the news related to those crimes and I think that it is getting cruel.

In order do reduce crime, governments has implemented various policies including increase in the number of police and in the penalty.

When it comes to rape, governments make the criminals take electric ankle bracelet, the machine that let the police know where the criminals are.

Nevertheless, I can see the news that the criminal with electric ankle bracelet committed the same crime, cutting their ankelet.

In this situation, I doubt that government\'s policy works well.

Of course, I understand that governments cannot control all crimes, but I think that they should devise other effective method to decline crime because guaranting the public\'s safety is duty of governments.
