I think \'forced labor\' means that someone make to do work which don\'t want to do and they do not paid price about labor.
For example, many Koreans did the forced labor like mining during the period of Japanese colonial rule because they threaten Koreans. If Koreans resist Japan, Japanese killed them. And also, Japanese didn\'t paid for work and gave a little food. Many Asians are also at that time.
However, these days forced labor is being. It damage for human right to choose their life and to live decent.
