How is thriftiness seen or valued in your culture?

Everybody who are saving a lot of money says that people need to live frugally like saving electric power spend, tissues and even water. However, most people in Korea consider them as a penny pitcher or scrooge. I think it doesn't look like good but someday I will regret things that I didn't save money on everything. I don't want to live frugally because it make me uncomfortable when I meet somebody for meals. It is essential to meet a people for social life and one of them need to pay for the meals we had. We sometimes see people who try to do another thing at the time of payment. For example, fastening his/her shoes rope or going to the bathroom. In our culture, the oldest person, senior or person who make a meeting have to pay for everything, we don't have culture of splitting a bill. Thriftiness and penny pitcher mean totally different but it sounds like similar. Nobody want to be a scrooge, we want to be a gentle person.
