How much debt do people have to be struggling with to get help?

Some people suggest that we be managed to live without household debt. Because it makes our life condition be worse.
However, I am not agree with the idea. Sometime we would face unexpected events.
For example, In my country, South Korea, married men between in their late 20s and 30s need to buy new houses for their own family. But without winning a lottery or lot of inherited fortunes, it is not possible to purchase it with only their savings. So majority of them borrow money from banks. It is too expensive to buy it so to whom in financially challenged, Korean government supply some part of bank\'s interest. However, we must be careful about how much we have to borrow money from banks. If the amount of money we have borrowed were not being able to pay back properly or you have no money left after paying back, you should not have done it.
In my opinion, it is safe borrowing the amount of maximum 50% of my salary as long as monthly installments are possible.
