It depends on how a company manages itself to let staffs prompt. In some companies, the longer people work, the faster they can be prompted. In other companies, the better ability they have, the higher position they can get. I think both of them have advantages and disadvantages. If promotion dedpens on how long a staff have worked, it means the management regards work experience than ability. The person who have worked in his company for a long time knows how to handle his work better than the other perosn who have worked less time than him. But, one of the advantages is it can cause sloth because people don't need to work hard and hard as in the past. They just keep working for a long time and wait for the promition. that's it. So, in this competitive society, many companies perfer the people who have good ability.
