Sure. I think so. Because of that design is very important. And designer should consider safety of consumers. As far as I know those kind of accident are caused by consumer\'s over uses. Even if most of the accidents are caused by consumer the manufacturer should consider it before to make it. Because the manufacture has a responsibility to satisfy consumers. Recently consumer\'s satisfaction is including safety.
In conclusion the manufacturer should consider safety of consumer in advance before to make a product in design stages.
